Income-qualified apartments with a separate education-support pathway.

Phoenix Scholar House is a 56-apartment community with one-, two- and three-bedroom homes near North 18th Place and Thomas Road. It has two application pathways: traditional income-qualified rental housing for individuals and families, and Save the Family housing linked to an education and support program. The education requirements apply to that program, rather than to every applicant for a traditional apartment.

Homes include an in-unit washer and dryer, ceiling fans and window coverings. Shared spaces include a community room, playground, barbecue and picnic area, bike storage and common-area Wi-Fi. Save the Family provides academic and career coaching, case management, parenting support and financial-literacy services through its program.

Application & insurance.

Traditional affordable housing
Individuals and families can apply directly for income-qualified housing. Eligibility depends on household income, program requirements and apartment availability; this pathway does not require supportive or referral-based services.
Save the Family pathway
Applicants participate in, or are referred through, a qualifying Save the Family support pathway. The education program requires acceptance into its educational component before housing consideration.
Education-program eligibility
The education pathway serves single parents or family members with primary custody of children, including single women in the last trimester of pregnancy. Participants must be at least 18, have a high-school diploma or GED and an income source, and be enrolled or enrolling full- or part-time in a degree or specialty program.
Education-program application
The process includes an interest form, in-person orientation and interview, and completion of a pre-residential checklist.
Continuing education requirements
Education-program participants sign a program agreement, maintain a semester GPA of at least 2.0, attend classes and provide schedules and grades to their case manager.
Program housing placement
Acceptance into the education program does not guarantee a housing placement; availability and housing eligibility still apply.
