I lived in these apartments for three years and had a bug infestation when I first moved in, but the staff had an exterminator come the next day and it was never a problem again. Repairs were addressed quickly - usually on the same or next day. Despite being old, they provide heaters and electricity is included which helped with plugging in extra heaters during winter - although it was still cold. It's worth four stars despite needing updating like new windows and doors, and the staff can be unwelcoming at first but become nicer with time. The higher up you are, the less traffic noise you'll hear too; plus they're affordable for their location.
