The place I lived was the worst ever. When I moved out, they tried to charge me hundreds of dollars for paint chips in my closet, but any lease covers normal wear and tear. When I moved in, my air conditioner broke down on the 4th floor while it was 90 degrees outside; maintenance lied and said they would bring a portable AC even though it took them a week to repair it. They also renovated apartments while people were living there and told them it was "for their residents" - making them uncomfortable. The office staff is nice but overall they are greedy; you have to pay $100 to professionally clean their carpets before move-out if you don't coordinate with your roommates. Maintenance also didn't unclog my tub when called upon and took the stopper instead - which never returned - only for that to be noted on my move-out inspection sheet despite me having mentioned this already. It's no wonder nobody gets their security deposit back from here!
I had a four-year stay at The View, giving me an in-depth view of the place. It is a good location for graduate students with decent amenities and reasonable rent for the area. During my doctorate, I didn't feel like I had to relocate. In State College, when it comes to rentals you're in a no-win situation; so on the entire this is an okay spot to live. However, I faced lots of problems with management. The front desk staff were always polite; yet every year when lease renewal came around, there would be issues with the pet addendum and also during roommate transition when they would harass me via phone/email that my cats needed to be moved within 48 hours or else eviction was imminent - which was extremely disturbing on multiple levels; eventually they'd adjust their error but they never gave me a sincere apology or tried making up for the mistake due to being an extended responsible tenant. Similarly, each summer during roommate transition I'd get emails about how 'unsuitable' the apartment condition was for new roommates and that I had 24 hours to fix it - without any info as to what errors were present!
