Section 8 Housing Authority Mismanagement – Why The Program Is Failing For Voucher Holders

The section 8 housing program was aimed at serving and assisting people with low income and unemployment, disabilities, and old age to find suitable homes. However, the whole program has become far-fetched from its vision. Several problems and management issues have plagued the system and are slowly turning the program into a disaster. People are not being able to receive their vouchers, and if received, they are denied homes. This article delves deep into the possible reasons for mismanagement and the so-called disaster it has become later.

Issues with the section 8 housing program

The United States has always had entanglements with political issues and ideologies related to socialism, while many analysts have called it the last bastion of socialism in the American free market system. According to the policy, the residents are given housing facilities for which the government will pay a 70% subsidy; the residents have to keep living in the same residential space.

However, the majority leader and senator Robert Dole announced that the fundamental housing system as people know it should change, and the residents holding vouchers might be able to move freely anywhere they want. On the other hand, the HUD has canceled and has sanctioned the demolition of troubled housing projects all over the country, the number estimated at around 30,000.

While the authorities move with reforming the existing section 8 program, more than 700,000 subsidy contracts will expire in the course of seven years, consisting of over a million tenants. As the FHA insures the mortgages of those buildings, they are obligated to pay private lenders if the owners default. It results in losses and joins with the federal deficit.

When can the authority deny a tenant public housing?

There may be instances where the authority must deny an application, and also instances where they may deny it.

The cases where the authority must deny an application if:

• Any household member of the facility is related to drug use and other drug use-related activities, such as personal and community use, peddling or holding federal amounts of illegal substances, although the regulations may vary depending on the state along with legalization exposure to certain substances if the said member's pattern of drug use poses a threat to other members’ health, safety, and their right for peaceful residence at the facility.

• The authority has a right to check into the household member's sex offender record and see-through if that person has a lifetime registration under the sex offender registration program.

Further deficiencies in management

A report depicts 82 deficiencies in the housing agreement with the federal government. The properties listed mostly don't have good conditions for residents in matters of safety, security, and basic conditions to sustain a living. Many properties don't pass the safety protocols, including lead paint hazards, mold and water damage, and also below-standard plumbing.

Further, the authority doesn’t have a system to keep track of vacancies. Moreover, they don’t have proper facilities to turn around vacancies and selection of new tenants.

All these issues have concluded to mismanagement of the section 8 program, deeming it to be a failure.
