In response to Greenwin's remarks, the management of your building makes an effort to keep the place in a decent condition, however, the problem lies in the individuals who inhabit it. They do not take any responsibility for keeping up appearances - they discard their garbage everywhere: elevators, hallways, around and throughout the neighborhood. The best thing to do is make sure that occupancy rate does not exceed capacity and penalize those who do not follow regulations regarding cleanliness.
